Unlike Kenya's eCitizen portal, Zanzibar has no digital pathway for foreign nationals to apply for a marriage license. Everything requires in-person attendance at the relevant government offices ; in Swahili.
HOW WE HANDLE IT

Zanzibar is a predominantly Muslim archipelago. Government offices do not observe standard Friday hours. Many close early, take extended midday breaks, or have reduced capacity around Friday prayer time : which most couples don't find out until they're already there.

We apply for the Special License — a legal mechanism that brings processing time down to 3 working days. This is the route we use for every elopement we plan in Zanzibar.

Zanzibar operates under its own civil registry system, separate from mainland Tanzania. The Special License provision allows the standard 21-day notice period to be waived for foreign nationals who meet the documentation requirements. Processing takes 3 working days from the date of application.
Both parties must be present on the island to make the application in person. There is no remote or proxy option. This is why document preparation before arrival is non-negotiable — if anything is missing, it delays the process from the point of application.

ARRIVAL & APPLICATION
Both parties attend the civil registry in person. We handle all liaison and translation. Application for the Special License is submitted on your first available working day.

3-DAY PROCESSING
The Special License processes in 3 working days. We track this and confirm with the office. Timelines account for local office schedules and public holidays.

THE CEREMONY
Your ceremony takes place once the license is issued. Beach, resort, dhow at sea — the location is yours to choose. We handle all ceremony logistics and vendors.
